Everyone. Don't think that God doesn't watch over you. When you sin, when you read His Word, when you discuss, when you go to work, school etc. The Lord is the one who examines everything. Your heart, soul, spirit and path.

Don't think you can escape the wrath of God: it is the Word of God He will use it to judge you, so obey it!

Many atheists and other non-Christians believe that the Bible is not true, but THEY haven't meditated on the Word that they heard from Church, study etc. Let's take a look at what Jesus said: " They are like a man building a house, who dug down deep and laid the foundation on rock.
